Parlatoria ziziphi (Lucas) (Insecta: Hemiptera: Diaspididae), the black parlatoria scale, feeds on citrus; major hosts are Citrus aurantiifolia (lime), Citrus aurantium (sour orange), Citrus hystrix (mauritius bitter orange), Citrus limon (lemon), Citrus nobilis (tangor), Citrus reticulata (mandarin), Citrus sinensis (navel orange), Citrus × paradisi (grapefruit) and other Rutaceae, and to a lesser extent on other plants, some of which are used in the ornamental trade. Heavy infestations of P. ziziphi on citrus cause premature senescence and leaf drop, reducing yield. 

However, there are only two old or unconfirmed reports of economic losses caused by this insect, which is widely distributed throughout the world, particularly in the tropics.

The Panel, based on the information provided in the document and on additional literature consulted, concludes that P. ziziphi (Lucas) is not appropriate for evaluation of pest risk management options for the endangered areas of French Guiana, Guadeloupe, Martinique and Réunion and thus is not potentially eligible for addition to the list of harmful organisms in Directive 2000/29/EC.
