EPPO Pest Risk Analysis for Senecio angulatus

Based on this PRA, Senecio angulatus was added to the EPPO A2 List of pests recommended for regulation as quarantine pests in 2026. Measures for plants for planting are recommended.

Main conclusions:

Senecio angulatus has a high phytosanitary risk for the endangered area with a moderate uncertainty.

Entry

Senecio angulatus is already present and established in the EPPO region. The overall likelihood of further entry of S. angulatus into the EPPO region is moderate with a moderate uncertainty. Establishment The likelihood of establishment outdoors is very high with low uncertainty. Habitats are widespread within the EPPO region, and further establishment is likely in regions where habitats and climatic conditions are conducive for growth. The likelihood of establishment in protected conditions is very low with moderate uncertainty.

Spread

The potential for spread within the EPPO region is high, with a moderate uncertainty. S. angulatus spreads naturally via plant fragments and via human assisted spread (e.g., horticulture trade, dumping of garden waste and fragmentation due to management practices).

Impact

The magnitude of impact in the current area of distribution (excluding the EPPO region) is high with a moderate uncertainty where the rating reflects its impact on biodiversity. Persistent populations can modify habitats, displacing native plant species. The EWG considered that the potential impact in the EPPO region will be the same as the current area of distribution. Habitats affected in the current area of distribution are likewise present in the PRA area and of equal importance. Observations of the species' behaviour in the current area of distribution are similar to the observations in the EPPO region. Based on the high likelihood of spread (moderate uncertainty) from existing established populations in the EPPO region, and high impact (moderate uncertainty), the overall risk appears correct.
